Town Watch Integrated Services
The City's Town Watch program trains, organizes, and equips residents who want to join a Town Watch group on their block. It also supports CERT, a disaster response program.

Your first visit
Feeling unsure the first time is normal. Most groups are glad when someone new walks in.
First step: Ask whether a Town Watch group already meets on your block. To ask about joining or starting one, call the TWIS office at 215-686-1459..
What to expect
The city's pages describe what Town Watch groups do, not what a meeting is like. Members observe, document, and report, and groups work with district police and local advisory commissions. TWIS trains and certifies groups and sends trained staff into neighborhoods based on need.
Tips for your first visit
- Call the office before you visit, since the site lists no office hours or walk-in times.
- A group that wants to start one fills in the PDF application form for training and certification.
- For non-emergency problems, the city's 311 line is linked from the department page.
Newcomer welcome
Takes some effort for newcomers (2 out of 5). Why we say this: The city describes how groups get training and certification and links a form for new groups, but its pages do not say how one resident joins an existing group..
